Pull at the batting until it looks fluffy, light, and cloud-like.
Turn on the tea lights and place them inside the paper lantern.
Carefully start gluing it to the outside of the paper lantern. Make sure the batting is fluffy and cloud-like to your liking!
Once the batting is glued on and the glue is all dried string the fishing wire/string through the paper lanterns metal hanger.
Enjoy your very own cloud!

Take your thimble and carefully poke/drill two holes into the side of the thimble
Place the jumprings into the holes in the thimble.
Fill the thimble about 3/4 of the way with air dry clay.
Push your miniature plant into the air dry clay so there will be a hole that you can fill with glue after the clay dries
Once the clay is dry fill the small hole you created earlier with hot glue and quickly push the plant back into the hole
Take a bit of moss and glue it to the top of the clay. Make sure to cover it so you can't see it when you're all done.
Now it's time to take your little pot and officially make it into a necklace.
Cut two pieces of chain the same length. You can make it as short or long as you like
Now attach your chains to the jump rings we added to the thimble earlier.
Wear and enjoy your own personally mini garden!
